I think the most important first step is a simple recognition throughout
the library world that we need to move forward and move away from things
like MARC, so more funding and effort in the library world can be
directed toward that. That doesn't mean that every small library would
have to suddenly start researching and developing such things.

As someone else said, it would benefit them by making it easier and
faster to find the information they need.
