Something sort of like this is being done by a group at Scholars Portal, a
consortial project of the Ontario Council of University Libraries in
Ontario, Canada.  It may be of interest to folks here and I don't think
I've seen it mentioned.  It's not unique, but it's worth a pointer.

In Ontario various university libraries are going with, or have gone to,
Endeca, Primo, Evergreen, and Bibliocommons. Some others are waiting.
There's no province-wide discovery layer, but there's a feeling that there
might be some day, and with good new systems we can swap and share all our
information anyway with open standards anyway.

A Scholars Portal group is collecting what they can find that's been done
already on building a good discovery layer. Then they'll do a bunch of
user research, and then they'll build their own system, and the member
universities can use it and build on it in turn.
