We do exactly this at MPOW; our motivation stems in part from our operation of a subject-specific union catalog for archival collections in the history of physics. Surrogates are created from a MARC dump of our catalog data; individual HTML files and indices are created using a Python script [1,2]. Each HTML file contains a JS redirect into our OPAC for each record [3].
