I disagree. Looking at the records does not give you an idea of the
complexity of the decision-making. The records themselves only barely
resemble what the cataloger had to begin with. But I guess this all
depends on what one wants to understand... if you are trying to
understand WHY library records look the way they do, then a glance
through AACR2 gives you a hint. I don't think anyone needs to read it
word-for-word, but a browse through the text shows the scope of the rules.
