I don't believe it's available anywhere for free.
I believe it is online in the for-pay LC product "Cataloger's Desktop".
Talk to your local catalogers, they quite likely already pay for this
product and can possibly share access with you (although I think there
are usually limited seats in the license, so ask nicely).
I'm not sure if AACR2 is available online anywhere except the for-pay
Cataloger's Desktop.
Incidentally, RDA isn't going to be available anywhere for free either.
The intention of the "principals" behind RDA publication is that it will
be a profit-making enterprise. That's the business model. [The very
term "committee of principals", which is the name of the entity that
sponsors/organizes RDA, rather implies a profit making business, but
maybe that's just historical] I do not find this encouraging either.
