I think you are more-or-less right, but I also think that it is not surprising you are finding deficiencies in the existing FRBR definitions, because the existing FRBR definitions have not been worked on sufficiently. The work you are doing is very important as one aspect of actually testing what's there for FRBR--something that hasn't really been done.

So I think you are right to fix it when it seems broken, so long as you are clear about why you thought it was broken and how you fixed it (which you are).

Ideally, your fixes could be fed back to the FRBR "standard", if they seemed obviously agreeable. Unfortunately, it's not clear if FRBR really has an infrastructure for this kind of maintenance--it needs one. But at least, I'd urge you to send your suggested fixes to whatever email addresses you can find for the FRBR committee. Perhaps they have some reason we don't yet know for doing things as they have.
