There is actually a significant amount of work done in this area, including research by Barbara Tillett [1], Sherry Vellucci [2], and Gregory Leazer and Richard Smiraglia [3], a good deal of it prior to the FRBR report, some after. It's my understanding the FRBR folks knew about much of this work (especially Tillett's) and decided not to replicate it in the FRBR report. I'm not saying there's no more work to be done, just that it's unfair to say nothing has been done.
