Anyone who would like to is welcome to use the NSDL Registry Sandbox
to mock up vocabularies: http://sandbox.metadataregistry.org. At the
moment we're limited to value vocabularies but that hasn't stopped
someone from trying out the FRBR entities in there so we've no
objection to element vocabularies either. We are actively working on
getting proper element vocabulary registration into production, and
they should be available fairly early in the new year, along with
proper versioning, which is done but not yet integrated into the
production code.
