I think this has to do with the underlying databases and how they are
developed. The database has ISSNs for licensed journals and an algorithm
for how to create a link to the article from the information passed by
the OpenURL. For books you would need an entry per book (rather than an
entry per journal), and the folks I've talked to don't think that the
underlying database can scale.

My idea for getting links to google books into library catalogs is that
we need an external "switching system" that has entries keyed on the
various identifiers that google has indexed (isbn, oclc number) and a
link to the google book URL. The link resolver would know how to query
this list and would return the URL or URLs. Since the link is to Google
from the library holdings, one such switching system would work for all
of us. Presumably the data could be gathered from the libraries whose
books are begin digitized. Is anybody at an institution that would like
to host this? It seems like a great cooperative effort.
