Yes, Google is blocking full texts for countries outside the USA,
even if they are in public domain. It's not against Canadians
(because its also against Europa, and, and...) it's in order to
keep them for US citizens only.

Some time ago Klaus Graf made a study about this, see:
http://wiki.netbib.de/coma/GooglePrint  (but it's in German)

To access these blocked books you will have to use a http proxy in
the US.
