But even there, the content requirements will differ among various
institutions and types of libraries. Then there are the administrative
constraints/requirements, such as cost, schedule, and staffing, which
surely will differ. It seems to me that what's needed is leadership
from an organization that can actually *do* something. OCLC? Library
of Congress?
