Yes, it could be done with P2P and the media type doesn't really
matter.  Torrent networks, for example, handle many different
media types, so MARC or MARC-XML would work equally well.

Think in the context of what your IPod, Palm, Windows Mobile, etc.
devices do.  They have sync software that keeps both places
up-to-date.  When a conflict arises, the software notifies you of
the conflict and you have to take action.

Your scenario doesn't seem to be much different.  If there is some
Open source sync software and P2P client, it seems like you could
mash the two together to do what you want.
