Here's a thought.  It seems like it would worthwhile for NACO, LoC, BL,
Library of Canada, OCLC, and others to not only observe patiently, but
perhaps even support to some extent, an alternative model of authorities
generation and sharing as a testbed for learning about the value and
limitations for this model.
