Yes, the formal declaration of RDA is part of the goal from the
RDA/DCMI "London meeting" that you probably read about. Except that
RDA will be your element set structure, not DC or MODS, and you'll
most likely have an XML schema to use as your expression, though we
expect you'll be able to translate to MARC if you want.
Basically, the idea is to 'de-couple' the element set and its
structure, from the guidance instruction (the "rules") from the
encoding. We also intend to separate the vocabularies traditionally
used from within the guidance and declare them separately, for ease
of use, maintenance, etc.
