This reminds me of a line I've used (jokingly, really) on occasions, such as school breaks, when we've not yet opened, and so forth.
"We could have a really nice library if it wasn't for all the damn users"
I've observed that with some staff on some occasions at some service points (and I'm sure myself on at least a few occasions) that they're so busy reading book reviews, consuming an article in LJ or the New Yorker, surfing the web, or even doing email, that they're pretty oblivious to users approaching, and may even exhibit irritation at interruption.
True confession: I'm sending this from the Reference Desk, where I'm the one on duty. But I have helped seven users in the last 47 minutes since we opened. (It is the last day before finals, so much busier than usual early in the morning)
