In a way, the MARC bib rec already does what you seem to envision: it
contains not the entire name record, for example, but only the
authority form of a name. Which is to be regarded as an identifier
for the authority record, and many systems do use it as such.
Important functions in systems are based on that notion. It means,
however, that these textual elements are doing double duty: to
display the name AND identify the person or body. That ought to change.
(European libraries have long since had the better model for this)
