Packaging is the least of our worries in this field; the biggest one
is agreeing on persistant identification and having tools that can
actally deal with it. You can wrap whatever we need in MARC somewhere,
formally or underground, but you cannot do it if you haven't got tools
to do it right; humans are far to fallable to make this happen.
