Hello Steven,
you are looking for a "personal link resolver".
However, in addition you would need a authentication and authorization infrastructure.
Shibboleth provides that as a distributed web Single SignOn (SSO) service.

Hello;
I just did a search on Google Scholar and got an article reference I'd like to see. When I clicked on it I went to a certain database's central page asking me which method of access I wanted to use for that article.
At the moment I am a member of the Houston Public Library, and I have access through their authentication system to certain databases. Soon I'll be moving and have a different public library membership, as well as a corporate identity, with access to a new set of databases.
What I'd like to see is a FOAF-like system where I can register my database access rights and when I search, Google Scholar, or WorlCat, or XXXXsearch, will be able to query the FOAF-like file to determine if I have immediate access rights to that search result.
Anyone want to take that on? Talis? OCLC?, LibraryThing?, ?????
