Forget the barriers - the library standards are enormous!
Out of curiousity, does anybody happen to know how much a complete
set of cataloging documentation weighs (say AACR2, MARC Bibliographic
+ Concise, LCSH, LCC, plus current interpretations etc.)?
You are being a bit harsh on the RDA here: chapters 6 and 7 don't
start till page seven, so there are only 114 pages that count. Of
course, there are 37 examples that are currently missing...
RDA is Really the Damn AACR, not a Revolution in Descriptive Affairs
