Yes, that _could_ happen.  We've not seen it yet, though.  The SRU
Maintenance Agency is very good about registering and listing SRU
objects (e.g. extensions, CQL context sets, record schemas) so there's
never yet to my knowledge been a situation where two groups have
independently invented the same thing in different ways.
