I suspect it might be. I've got one system in the loop that does
tagging of tags (essentially, giving you tag trees) where there's
pre-defined tags to choose from to tag on top of (controlled at the
top, uncontrolled underneath), and people use these to create lists of
known things as well as create new lists of unknown things. It's
actually quite interesting, and I probably should write a paper about
it, but then, where to present it? :)

To a very *human* problem? :) How do you yourself order and cataloge
things? I bet ya, there's some structure you could share with others,
and some structures that are unique to you. That's essentially schema
theory from cognitive sciences, and well worth the effort to look into
it.
