Some good thoughts have been kicking around on here, but technology is rarely
the main barrier.

Where within our current institutions (and I mean that broadly) can this
happen?  For example, when the Library of Congress saw the utility of
computers to libraries, they jumped in very early.  They took leadership, set
standards.  OCLC long ago was a grass roots organization that has now been
severed from its roots, with staff running around sharing old news as
vision.  Many of us squandered that lead, in my opinion.  I'm just wondering
where the leadership is going to come from to make the next big leap, which
we all agree is sorely needed.

Technology changes, but people don't change much.  To effect change you have
to also figure out HOW it can happen.  So any thoughts on the HOW, especially
from those currently in organizations that might be able to take a leadership
position?  Maybe there is a node outside the US, in the EU or Australia, that
might fill the leadership void.
