Perhaps part of the question can be what information services do we want
to provide to our users in the forseeable future, which then leads to:
When and how do we integrate these services,
How do we ensure the services are useful and usable,
What capabilities do we want to enable for service interaction,
How do we build in the ability to flex forward as services change, and
How do we prioritize these services
...
?
What do our users want, and how do we meet their needs? Then design the
tool(s).
