Subclass ZA, Information Resources ***************************************************************** LIBRARY OF CONGRESS REORGANIZATION On September 15, the Librarian of Congress issued Special Announcement No. 95-16, in which he described his plans for redesigning several service units within the Library of Congress. From this redesign will emerge Library Services, a restructuring of Collections Services, Constituent Services, and Cultural Affairs, all of which will cease to exist. Winston Tabb, currently Associate Librarian for Collections Services, will head this new service unit, of which the Cataloging Directorate will be a part. In addition to cataloging, acquisitions, public service, preservation, area studies, and national program activities will be subsumed in Library Services. The Librarian stated that this new alignment will better position the Library to achieve efficiencies and have better accountability, even as it faces austere budget years ahead. The realignment will move forward in two phases. Phase one will be completed on November 13, when the overall reorganization takes place. Phase two will commence on that date and run through spring 1996. During this second phase further shifts will occur at the divisional level. These may include combining certain divisions or transferring particular functions to different and more logical places within the service unit. At this point, it is not clear what the impact on the Cataloging Directorate will be. At the outset, there will be minimal impact, as the directorate will remain intact, continuing with the same divisions: Arts and Sciences Cataloging, Cataloging in Publication, Cataloging Policy and Support, Decimal Classification, History and Literature Cataloging, Regional and Cooperative Cataloging, Social Sciences Cataloging, and Special Materials Cataloging. In the interim, Sarah Thomas, who has been acting director for Public Service and Collection Management I, which will be abolished, will become acting director for Public Service Collections. Beacher Wiggins continues as acting director for cataloging while Dr. Thomas is on detail. ***************************************************************** LC STAFF AT THE 61st IFLA CONFERENCE, ISTANBUL LC participants who attended last August's IFLA conference included staff with responsibilities in various committees. Winston Tabb was elected secretary of the Section on National Libraries as well as of the Coordinating Board of the Division of General Research Libraries. Sarah Thomas, acting director, Public Service and Collection Management I, edits the Section on Cataloguing's newsletter, _SCATNews_, which reports such activities as the development by 26 European countries of a database of authority files. John Byrum, chief, Regional and Cooperative Cataloging Division, chairs both the ISBD Maintenance Group and the review group for ISBD(CF), whose report begins a world-wide six- month review this month. Also under consideration is an expansion of ISBD(S) to include serial computer files. Sally McCallum, chief, Network Development and MARC Standards Office, is the new chair of the UNIMARC Committee, which is preparing an update that will be published in late 1995 or early 1996. She was also elected chair of IFLA's Professional Board. Barbara Tillett, chief, Cataloging Policy and Support Office, is a consultant to the Working Group on the Functional Requirements of Bibliographic Records, which has developed a model that will be reviewed this year. She also chairs the group reviewing the IFLA standard, _Form and Structure of Corporate Names_. Julianne Beall, assistant editor, Dewey Decimal Classification, is the new secretary of the IFLA Section on Classification and Indexing. She serves as a member of the section's Working Group on Principles Underlying Subject Heading Languages and as a member of the Joint Working Group on a Classification Format of the Section on Classification and Indexing and the Section on Information Technology. ***************************************************************** AMERICAN ASSOCIATION OF LAW LIBRARIES ANNUAL CONVENTION AALL and LC have collaborated in a number of ways, and AALL's annual convention typically includes presentations and working sessions that exemplify this relationship. The July 1995 conference included several sessions devoted to aspects of the development and use of the _Library of Congress Classification_ (LCC) for law materials--class K and portions of class J. _Classification Plus_, a CD-ROM version of these schedules developed by the Catalog Distribution Service was demonstrated. Discussion also continued among AALL members on how these classes could best be presented online to law libraries outside LC. Recent schedule development has concentrated on the new alternative subclasses KZ/JZ, which replace subclass JX and allow libraries the choice of whether to classify international law materials in law or political science. Additionally, KZ has been expanded to subclasses KZA, Law of the Sea, and KZB, Law of Outer Space, the Moon, and other celestial bodies. A new AALL discussion group was formed to review and possibly contribute to LC's recently established Form/Genre Group, in which representatives from throughout the Library are exploring cataloging and retrieval issues related to MARBI's approval of field 655 and subfield v for subject access to form/genre/physical description of materials. ***************************************************************** WORLD BANK In 1985 the Library established the name heading International Bank for Reconstruction and Development for 1982+ imprints and restricted the use for main/added entries of the former heading World Bank for pre-1982 imprints. Information in the bank's annual report for 1982 indicated that the term "World Bank" meant both the International Bank for Reconstruction and Development and its affiliate, the International Development Association. Although some of the bank's administrative publications have continued to document the use of "World Bank" to encompass the International Bank for Reconstruction and Development and the International Development Association and at times other organizations (International Finance Corporation, Multilateral Investment Guarantee Agency, etc.), the conventional name World Bank has continued to be used in its other publications and in general news media. Since the bank did not implement in all its publications the concept of "World Bank" as a collective term for two or more agencies as found in its administrative publications and since the conventional name is well known, the Library has reconsidered its two headings for the bank. The authority record for International Bank for Reconstruction and Development has been cancelled in favor of the authority record for the heading World Bank. Subordinate body name authority records and related name and series authority records are being cancelled/modified and bibliographic file maintenance will be done. ***************************************************************** SUBCLASS ZA, INFORMATION RESOURCES To accommodate new information media such as computer networks, databases, online services, and CD-ROMs, the Library of Congress is proposing a new subclass, tentatively designated ZA, with the title _Information Resources_. Since the creation of a new subclass will have a significant impact on those who use the LC Classification, the Library is interested in hearing reactions to this proposal from the community of users.
