It has been over three weeks since the last issue, which was two weeks late. To paraphrase a former American President, "I take responsibility, but not the blame." I won't bother with the gory details. Lets just say due to circumstances beyond my control the start of the Massey University academic year has been difficult. The University is learning some painful lessons about what happens when an organisation neglects network management. That and a double teaching load this semester has made time to edit INFOSYS scarce. My principal professional obligations are to my students and research commitments. In the past 6 weeks finding evenings or weekend time to edit INFOSYS has been impossible. But INFOSYS is back and after a flurry of catch-up issues I expect to resume a normal publication schedule. During the next week I anticipate publishing three issues to catch up. One issue will be an devoted exclusively to news from Edupage and Innovation. The emphasis of the workshop will be to bridge the gap between theoretical artificial intelligence and how it can be successfully applied to solve real-world problems in the domain of telecommunications. In particular, the workshop will provide sessions on emerging AI technologies that are of relevance to telecommunications, and innovative telecommunication applications that make use of AI techniques. This workshop will run in conjunction with the 1996 Pacific Rim Conference on Artificial Intelligence (PRICAI'96) held in Cairns, Australia. We especially want to encourage submissions in areas such as neural networks, distributed artificial intelligence, software agents and natural language understanding. In particular, the emphasis of the workshop will be on new techniques that demonstrate both their relevance to important problems in telecommunications, and their advantages over existing techniques. Applications that are relevant to the workshop include all areas of telecommunication operations and services. In the area of telecommunciation operations, relevant topics include the design, monitoring and reconfiguration of networks, fault diagnosis, workforce scheduling, and customer support.
