This issue begins with a great big THANKS to Ake Gronlund of Umea
University in Sweden for his assistance as INFOSYS Guest Editor
during my overseas travel and Holiday.
Also a quick note of apology for such a big gap between INFOSYS
issues. The academic year is just beginning down under, most
INFOSYS readers know what a disruption in work flow that can cause!
But the submissions have continued to come in so v2 n6 will follow
shortly.
Beginning with this issue INFOSYS will be posted to the
comp.infosystem newsgroup on Usenet. If you are a Usenet reader you
can get your INFOSYS fix there.
Coming soon: a update to the Welcome Message and an updated
directory of INFOSYS archives.
Finally, a ranking of electronic-mailing lists at
http://www.clark.net/pub/listserv/top40.html shows INFOSYS is in
the Top 40 (#37) of all lists in number of members. (But some of
the entries on this list are questionable and other major e-mail
lists are missing.) Thanks to Munir Mandviwalla at Temple
University for pointing this out to me.

IBM IS INTO DOS: IBM will begin shipping its new PC DOS 7.0 in the
next few weeks, with upgrades for existing users priced below $50.
Big Blue sees a potential market among users of older, smaller
machines who want to modernize their systems. The new DOS is
speedier, and includes disk compression, virus detection, data
recovery and file transfer software. (Investor's Business Daily
2/2/95 A6)
LOW-TECH CEOs LEFT OUT OF THE INFORMATION LOOP: "The art of the game
is becoming a question of getting the tools in place that allow you
to select out of the huge mass of information. And as the computer
tools become more sophisticated, you can do that. Ultimately, that
will drive all CEOs to use a computer," predicts Quantum Corp.'s
chairman and CEO. (Investor's Business Daily 2/2/95 A6)
INDUSTRY/ACADEME: NO MARRIAGE MADE IN HEAVEN: Although businesses
that collaborate with universities on projects report 59% higher
productivity than competitors, it's a partnership that's fraught
with conflict, according to a Coopers & Lybrand study. More than
half of the companies surveyed reported problems, including: a
faculty culture not receptive to business; lack of interest on the
part of academicians in designing programs and resources for
business; insensitivity to growth-oriented goals; and inappropriate
course material for employee training. (Investor's Business Daily
2/6/95 A4)
KEEPING TABS ON CUSTOMERS: An Ernst & Young survey says that nearly
70% of U.S. businesses, compared with 55% of Canadian businesses,
collect computerized data on their customers. (Toronto Globe & Mail
1/1/95 B8)
EUROPE GOES ONLINE: Industry pundits are billing 1995 as the year
that Europeans go online, thanks to an installed base of 10 million
home PCs and rapidly growing sales. CompuServe boasts 200,000
subscribers in Germany and Great Britain, and a number of services
are preparing to debut, including Europe Online, a Luxembourg-based
service backed by British, French and German publishers. Market
researchers are predicting some 500,000 Europeans going online this
year, with as many as 15 million by 2000. Even European politicians
are getting with the program -- Germany's foreign minister conducted
an online chat with citizens last month. (Business Week 2/13/95
p.91)
COMDEX CONVENTION SOLD TO JAPANESE COMPANY Japanese software
wholesaler Softbank Corp. has paid the Interface Group $800 million
for the Comdex convention, the world's largest computer expo. Comdex
is held in two parts each year, a Spring show in Atlanta and a Fall
show in Nevada. In recent years there has been animosity between
Comdex exhibitors and the Chairman of Interface. (Atlanta Journal-
Constitution 2/14/95 D3)
NEC'S REALLY BIG CHIP: NEC Corp. has succeeded in developing a one-
gigabyte chip that can store one billion bits of information in a
space a little larger than a postage stamp. The one-inch-by-1.5-inch
DRAM (dynamic random-access memory) chip can hold the equivalent of
4,000 newspapers, four hours of compact-disk quality sound, or 15
minutes of video. "The DRAMs will be suitable for use in future
multimedia terminals and next-generation mobile notebook computers,"
says a NEC executive. NEC doesn't plan mass production until 1999 at
the earliest, and needs a cash infusion of about $1.5 billion just
to get started. (Investor's Business Daily 2/14/95 A7)
Editor's Note: Edupage, a summary of news items on information
technology, is a service of Educom. This is an abbreviated list of
news items of interest to the IS community from the February 2, 5,
7, 9, 12, and 14, 1995 issues.

* Richard Heeks, University of Manchester *
* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *
The Institute for Development Policy and Management, University of
Manchester, UK is about to embark on research into the impact of
computerised information systems on organisational accountability
in development organisations. The research will focus on both
internal accountability (for example, in terms of financial probity)
but also on external accountability (for example, to donors and to
client populations). Given this last focus, there is likely to be a
particular emphasis on social development organisations - housing,
health, community development, etc - in both government and NGO
sectors. The work is likely to be based primarily (though not
necessarily exclusively) on anglophone countries.
The Institute is now seeking two categories of partner:
--Active Research Partners in developing countries who are both
willing and able to undertake field research on IS and
accountability;
--Discussion Partners, based anywhere, who wish to receive details
of work in progress with a view to making an input to the eventual
research outcomes.
If you wish to be considered in either of these categories, please

* CALL FOR PAPERS - Knowledge Discovery and Data Mining (KDD-95) *

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *
The First International Conference on Knowledge Discovery and Data
Mining (KDD-95)
August 20-21, 1995
Montreal, Canada
Knowledge Discovery in Databases (KDD) and Data Mining are areas of
common interest to researchers in machine learning, machine
discovery, statistics, intelligent databases, knowledge acquisition,
data visualization, high performance computing, and expert systems.
The rapid growth of data and information created a need and an
opportunity for extracting knowledge from databases, and both
researchers and application developers have been responding to that
need. KDD applications have been developed for astronomy, biology,
finance, insurance, marketing, medicine, and many other fields. Core
problems in KDD include representation issues, search complexity,
the use of prior knowledge, statistical inference, and algorithms
for the analysis of massive amounts of data both in size and
dimensionality.
This list of topics is an indication of typical topics of interest:
--Foundational issues and core problems in KDD database mining tools
and applications
--Computationally efficient search for structure in data
--Interactive data exploration and discovery
--Knowledge representation issues in KDD
--Data and knowledge visualization
--Data and dimensionality reduction
--Parallel techniques for data management and search
--Security and privacy issues in machine discovery

spaced pages not including cover page but including bibliography, 1
inch margins, and 12pt font) by March 3, 1995. A cover page must
