Presumably that's because everyone is too busy scribbling to have time to think. The DePauw Electronic Blackboard for Interactive Education (Debbie) tries to fix that problem by having a computer copy what the teacher writes on the board, while students listen, think, and use pen-based laptops to add their own notes anywhere in the information that appears on the screen. (Wall Street Journal 12/9/94 B1) INNOVATION NEWSLETTER In a review of electronic newsletters, Los Angeles Times columnist Dan Akst announces the introduction of "Innovation," a weekly summary of innovative trends in business and technology, prepared as an independent venture by the same folks who write Edupage. (Los Angeles Times 11/30/94 D8) NEW FEDERAL GUIDELINES ON E-MAIL The National Archives has come up with some new rules on e-mail Starting next year, federal agencies will decide for themselves what will be saved and sent to the Archives. Critics fear that agencies will simply delete any embarrassing or potentially damaging mail, but the National Archives defends its suggestion, saying that agencies will be required to save messages relating to government business, and that deleting important messages will be illegal. (Business Week 12/19/94 p.4) UNITED KINGDOM IS SERIOUS ABOUT OPEN GOVERNMENT Minutes after the Government formally joined the Internet, the department responsible for Open Government was the victim of a hacker. The Minister for Science said: "Six minutes after we went live, a man from Edinburgh University hacked into our system, decided he didn't like the design of some of our pages and redesigned them. Now, in fact, he made them better, and the people who designed the pages accept that. The problem is, supposing somebody is able to hack into the system, changes the information and somebody acts on that information. Whose responsibility is it? I don't know the answer. But I think you will be reassured that we at least are posing that question." (The Guardian 12/8/94 p.10) NEXT STEPS FOR INTERNET SECURITY The Internet Security Protocol group has succeeded in defining the security services of the IP security protocol, including data confidentiality, data integrity, authentication and access control. It's now working to combine the requirements for highly compressed encoding, which conserves bandwidth, with the requirement for a fixed, easy-to-parse format, which is essential to high-speed processing. Future tasks include developing companion key technology as an application-layer protocol, and establishing requirements for the encapsulation and key management protocols. (Telecommunications Dec.'94 p.55) OTHER COMPUTER MAKERS STAND BY THEIR PENTIUM While IBM has taken Intel on in the controversy over the Pentium chip, Dell, Gateway 2000 and Compaq Computer have decided to stick with the flawed chip, while working with customers to alleviate worries about the realistic ramifications of the floating point problem. "We have no reason to believe we can't satisfy customer concerns through that process," says a Dell spokeswoman. (Miami Herald 12/14/94 C1) THE TAX MAN COMETH ONLINE Beginning next year, the IRS will make available electronic copies of its forms on the Internet, where they can be downloaded, printed, filled out and submitted with tax returns. The process will require using a software program, which can be downloaded at the same time. The forms will be posted on the FedWorld BBS, the largest federal government bulletin board. (Investor's Business Daily 12/14/94 A6) NEWSPAPERS BUY INTO INFO-HIGHWAY The New York Times says that by the year 2000 it will spend a whopping $1 billion or more each year buying up TV stations and cable networks, and developing its own electronic products. Meanwhile, the Boston Globe, an NYT subsidiary, is creating a subsidiary to develop interactive news and advertising services for the New England market. (Broadcasting & Cable 12/12/94 p.72) STATISTICS ON HOME PCs REVISED? A survey by Forrester Research shows the widely touted statistic showing almost a third of U.S. homes owning PCs may be overstating the case. Forrester's data says it's more like one fifth. And even in households with over $50,000 income, fewer than 25% own computers. The end result, says Forrester, is that family PC ownership is expected to nearly double, to 43 million, by 1997. Community networking differs in many ways from enterprise networking in its services, technologies, and economics. In contrast to enterprise networking applications, community networking services will not necessarily be work oriented and will range from entertainment to shopping to information services. At present, community networking technology is driven by the requirements of video-on-demand, most notably high bandwidth (compared to narrowband), bandwidth asymmetry, and the delay-jitter constraints imposed by today's limited-storage TV set-top devices. As various other services develop, community networking will evolve to include integrated multimedia communication and user-to-user applications. Community networking must also provide access to resources located outside the community, in an increasingly global repository of information of every conceivable type.
