Both academia, industry and consulting firms suggest various directions for change and the latest development in this respect is Business Engineering (BE). Despite all success stories, BE has achieved currently little theoretical and methodological support. A four year action research project was started to overcome this problem. BE is defined as the integral design of both organizational structures and information systems. During the project, two BE case studies were carried out within the Amsterdam Municipal Police Force. Practical experiences from the case studies and theoretical findings from fields such as 'dynamic modelling', 'system science', 'simulation', 'statistics', and 'socio-technical design' were merged into a set of design instruments for guiding and structuring actual BE-efforts. A design approach is developed which describes how these dynamic models can be used in real world projects. Besides modelling aspects, this approach also pays explicit attention to aspects like project management, problem formulation and implementation of effective change. A socio-technical design theory is formulated to give conceptual guidance in analyzing how organizations work and how they can be improved. An automated support environment for experimental design is given to facilitate and ease experimentation with dynamic models. The literature is large and pervasive on the need to develop an IS strategy which is linked to an organisation's business strategy but their is little comment on the experience of implementation and the actual (or perceived) value of Information Technology and the systems it supports. The Computer Security Act of 1987 requires that all federal agencies take certain actions to improve the security and privacy provided by federal computer systems. Accomplishing both operational and security requirements requires the application of the maturing technology of computer security to new and existing systems throughout their life cycle. This conference will explore technology applications in complementary aspects: the policy issues and operational requirements for both civil and military systems; the hardware and software tools and techniques being developed to satisfy system requirements; and specific examples of systems applications and implementations. These systems may involve computational agents that are homogeneous or heterogeneous, they may involve activity on the part of agents having common goals or goals that are distinct, and they may involve participation on the part of humans and intelligent computational agents. Research and practice on these systems generally focuses on problem solving, communication, and coordination aspects, as distinct from low-level parallelization or synchronization issues that are more the focus of distributed computing. ICMAS-95 will be a three-day conference combining a strong technical program of submitted papers with plenary sessions that serve to encourage synthesis of ideas from multiple segments of this interdisciplinary area. There will also be tutorials presented on June 11. The program committee wishes to encourage representation of a broad spectrum of perspectives in the conference program.
