Significant events of the widely acclaimed cooperative serials cataloging program are traced through the last decade and focus on the CONSER plan, the program's governance structure and changes in membership, the CONSER database, serials cataloging issues, and program documentation and publications. These developments are viewed as CONSER looks ahead to coordinate with the program for Cooperative Cataloging, reexamine membership/governance issues, implement USMARC format integration, and address a variety of computer-related issues. Page 1 Application of a Sampling Method in Journal Cost Studies Howard B. Christensen and John O. Christensen Serial prices continue to rise at higher rates than inflation forcing libraries to continue to be faced with serials cancellation projects. Cost studies, such as the physics journal study by H.H. Barchall, rely on counts of characters published in the journals studied. The sampling methodology used to get character counts has previously been untested. In this article, the authors examine the reliability of a method for computing character counts and suggests guidelines for sampling when applying character count methods. Page 17 Serials Cancellations and Interlibrary Loan: The Link and What It Reveals Michele J. Crump and LeiLani Freund In 1991, collection managers at the University of Florida Libraries were charged with implementing a 10 percent serials budget cut as a result of a decrease in the libraries' revenues. In this article, the authors discuss briefly the methodology used by the collection managers to review serials titles and solicit faculty participation in the process. They then examine the strategy used to evaluate the effect of the cuts on other library services, in particular looking at the interlibrary loan business as one means of measuring the consequence of the cancellations on patron research activities. We evaluated the interlibrary loan activity and other indicators to show how successful the criteria used were in reviewing the collection and making informed cancellation decisions. Page 29 Index Medicus Price Study: Publishing Trends from 1990-1994 Lynn M. Fortney and Victor A. Basile The fourth edition of the Index Medicus Price Study examines biomedical journal publishing trends over a five-year period (1990-1994) and analyzes these trends by subject category and country of publication. Its purpose is to provide librarians with information about inflationary trends within specific disciplines and enable them to educate their constituents about financial requirements necessary to support the various medical specialties. Page 37 Newsletters on Business Opportunities in Cuba Diana Gonzalez Kirby and Isabel Ezquerra Economic reform is coming to Cuba. Encouraged by recent events, such as the fall of the Berlin Wall, the collapse of the former Soviet Union, and the demise of communism throughout Eastern Europe, lawyers, civic leaders, business executives, and economists in the United States are anticipating a "new" Cuba full of promise, prosperity, and profit. This paper reflects on the growing number of newsletters that have appeared since 1992. The publishers of these newsletters reflect on the growing diversity of special interest groups, both inside and outside academia, that follow closely Cuba-U.S. relations with a close look at the potential for new markets in the island nation. Page 59 Slavonic Publications at the British Library Document Supply Centre Kathleen Ladizesky and Ron Hogg This paper examines the acquisition of Slavonic materials currently received at the British Library Document Supply Centre. The authors detail countries from which the material is acquired and look at some of the special knowledge required to handle it. Mention is also made of the current upheaval in the Eastern bloc ex-communist countries and resultant changes to publications in those countries. Page 65 Electronic Journals: Issues of Access and Bibliographic Control Hazel Woodward and Cliff Knight While the use of academic computer networks for scholarly communications purposes is widely documented, it is only recently that electronic journals (e-journals) have appeared on the network. In this article the authors explore the issues of access to and bibliographical control of e-journals from a local and national perspective, and to assist librarians in the implementation and enhancement of e-journals by the identification of information sources and examination of good practices. Page 71 The Balance Point: Zines in Libraries: A Culture Preserved Julie Herrada, guest editor, with contributions by Billie Aul, Andy "Sunfrog" Smith, Michael Basinski, and Tom Trusky Trying to organize zines into a classification scheme goes against the very nature of them, and sometimes seems an overwhelming task. Librarians and other zine collectors face numerous problems with the collection and classification of zines. This article discusses those problems, as well as recognizing the value in works representing zine culture, and knowing when to judge a book by its cover. Page 79 Serials Review Index Douglas A. The Journal Deselection Project: The LSUMC-S Experience. pp. 313-320 Financial constraints, along with several other factors, prompted the library staff of the Louisiana State University Medical Center at Shreveport (LSUMC-S) to evaluate the journal collection through a comprehensive review project. Faculty members were involved throughout the process. After identifying those subject areas most relevant to their disciplines, faculty members received journal list by subject to rate the titles in importance to their department's work. This subjective input from faculty was considered along with usage statistics and other objective data gathered by library staff.
