This discussion of ethical issues in collection development and acquisition librarianship in difficult economic times develops theoretical concepts rather than case study examples as a means to clarify the issues. Four areas are identified where value judgments are necessary to inform practice and provide a framework for ethical behavior. These areas are honesty, professional integrity, business practice and respect for people and organizations. The concept of untested virtue is explored as a means to inform the definition of ethical behavior under both good and bad economic conditions. Presley, Roger. Firing an Old Friend, Painful Decisions: The Ethics Between Librarians and Vendors. This paper will review the historical relationship of the ethics between vendors and librarians. It will explore the information and automation society and how the decline of business ethics in the eighties changed this relationship. Fisher, William. A Brief History of Library-Vendor Relations Since 1950. This paper traces the developments of the past 40 years that have impacted the way publishers, vendors, and libraries operate and interact among themselves. Five areas of current concern are noted.
