I have used Powerpoint to record video before. Also, we have Snipping Tool which does video (I can't remember of both of these options record audio but I know at least one of them does).

I have not used VLC Media Player, but I have used MS Clipchamp to record a screen video capture with my voiceover.

I can record the video with VLC Media Player but after watching 4 YT videos none of what they suggested worked.

Have you created screen captures of bit video and your own voice narrating using VLC Media Player (Windows 11)?
