Abubakar,

We outsource our main website hosting to Pantheon (with only 24/5 support) and pay in the ballpark of $30k/year. We also host multiple web servers (on the University virtual server environment) for our ILLiad, Archives and custom web apps.  In both cases due to hiring constraints, folks who are trained and hired to do other things (web design and application development) are forced to (try to) administer the web servers. All of us are professionals, not librarians.

I would expect depending on needs, costs and required/available manpower/knowledge would vary widely.
