GIS Technical Coordinator - IT4 (AESES)
New Grant-Funded Project Full-Time
35.00 hours/week Monday to Friday in person 8:30 am - 4:30 pm
Salary Range: $38.32 - $55.25 per hour ($69,742.40 - $100,555.00 per annum)
Proposed Start Date: October 6, 2025

Responsibilities :
- Oversees and data analysis activities within the NCTR Missing Children project.
- Oversees planning, development, and implementation of the NCTR Burial Site Repository (Call to Action 73).
- Maintains the GIS mapping solutions, ensures updates related to missing children and unmarked burials are applied as required.
- Maintains a broad up-to-date knowledge of relevant software including GIS applications, data analysis software, AtoM and Archivematica software suites to better understand their integration with geospatial data.
- Develops custom code using coding languages as needed (5%) such as python & PowerShell to meet the needs of the NCTR Archives' activities surrounding Calls to Action 72 and 73.
- Coordinates the interrelationship between the Burial Site Repository, the AtoM Death Register records, and the greater corpus of residential school records for the IT Data Team within the NCTR Missing Children project.
- Collaborates with NCTR Senior Archivist and the NCTR Archives Team to configure the National Student Memorial Register to include information on burial sites and burial site investigations.
- Coordinating with Project Coordinator, Research Coordinator, and Community Engagement Coordinator to successfully complete objectives and resolve issues.
- Supervises and motivates the NCTR Missing Children Project IT Data team positions, including assigning duties, monitoring work, and appraising performance etc.
- Attends regular progress meetings to provide project updates and on an ad hoc basis as required.
- Assist with recruitment and selection of IT Data team positions.
- Prepares and maintains accurate GIS and data analysis work plans with clear objectives, deliverables, budget, and timelines, and status reports to clearly demonstrate activities completed, activities in progress, or remaining activities to be completed.
- Prepares GIS and data analysis progress reports (on a regular or as needed basis) to communicate recently completed activities, and remaining activities to be completed.
- Assists with procurement of GIS goods, hardware, software, and licensing for GIS development purposes.
- Other duties pertaining to CTA 73, as required, or as per the Terms and Conditions of the NCTR-CIRNAC Contribution Agreement.
Qualifications :
MINIMUM FORMAL EDUCATION/TRAINING:
- Bachelor of Science degree in Computer Engineering, Computer Science, Information Technology, or a related field is required.
EXPERIENCE:
- Minimum four years of experience working in software planning, design, development, analysis, implementation, maintenance and support, with enterprise level and/or critical systems within a university, government, or heritage environment is required.
- Experience with data management applications such as ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, QGIS, MySQL, and AtoM required.
- Experience working with high volume data sets from diverse sources required.
- Experience with data projects of highly sensitive, personal information required.
- Experience performing large scale data migration projects required.
- Experience developing custom code using coding languages such as python is required.
- Experience with Linux user and administration experience is required.
- Experience supervising and managing the performance of direct reports is required.
- Experience preparing detailed work plans and progress reports is required.
- Experience in developing custom transfer applications for large scale data submissions is required.
- Experience participating in software development teams utilizing Agile methods is required.
- Experience working with Survivors, Indigenous communities, and academic researchers regarding access to records and information is required.
- In-depth knowledge of the NCTR application portfolio and experience of business critical applications in an archival context would be preferred.
- Experience working within a cross-functional project team environment is an asset.
- Knowledge of software development processes and methodologies would be an asset.
- Knowledge of project management processes and best practices would be an asset.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Strong critical thinking and decision-making skills required.
- Excellent project management skills and strong ability to prioritize is required.
- Experience with supervisory duties, management and project coordination, good organization, clear communication strengths is required.
- Firm grasp on IT infrastructure and operations best practices are required.
- Firm knowledge and experience in report writing for project-funded based work and knowledge of government report writing expectations are required.
- Knowledge of data management applications such as ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, QGIS, MySQL, and AtoM required.
- Knowledge of Indigenous history in Canada, including residential school history is required.
- Demonstrated ability to maintain positive working relationships with IT departments and outside vendors is required.
- Conscientious attention to detail is required.
- Strong depth of expertise in open source software applications, both implementation and development required.
- Ability to identify, evaluate, tailor, and implement vendor-supplied software is required.
- Excellent working knowledge of computer systems, security, network and systems administration, databases, and data storage systems is required.
- Knowledge of test driven development (TDD), creating/executing test script and test plans would be an asset.
- Knowledge with automated testing software would be an asset.
- Familiarity with Object Oriented methodologies would be an asset.
- Familiarity with cloud computing such as Amazon Web Services, Google Cloud Platform or Microsoft Azure would be an asset.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.

- Ability to speak French or an Indigenous language would be an asset.
