It looks like those IA items lack a MARC record, but have an XML metadata record? For example:

https://ia800703.us.archive.org/32/items/worksstephenoli00churgoog/worksstephenoli00churgoog_meta.xml

If the OCLC number is reliably present maybe it would be possible to use it to look up a record using the OCLC Metadata API?

There might be a way to batch download in MarcEdit, or the process could (in theory) be scripted fairly easily using their REST API?

I think it would be worth letting IA know about the situation using the email address in that Google Doc. It seems like this is a situation they would be interested in resolving since their instructions seem to be lacking.
