That's basically what we will do too. Looking at code similar to ableplayer's, which will generate an audio-description from a .vtt via the web speech api and google's text-to-speech engine. Still, the production cost and time... 

Follow-up: Would/will you locally produce your derivatives with audacity/ffmpeg or adobe, enlisting staff/students, or will you farm it out to a vendor?. So many other questions in this space worth talking about for archival content: Music? Multi-voiced opera/theater? Silent films? CVAA responsibilities when the institution takes on 3rd party broadcaster archives; "safety net" via section 230? And on and on. (Sorry to hijack the thread)

OP, you might want to ping some electronic resources/acquisitions lists for catalogers who deal with subscription-based A/V content, they very likely have relevant policies too; there's a few universities that share/make available vpats if memory serves.

    Would be interested if anyone addresses Audio Description since that's of equal import to blind users, required for AA compliance, and AFAICT almost no one does them given the cost.
