Hi,

I never did this for real but basically it seemed to work fine in a 
short test:

1. Get MS Translator 
(https://www.microsoft.com/en-us/translator/education/lectures-and-presentations/)
2. Get OBS (https://obsproject.com/)

I can't explain it in detail, but basically you just add your camera and 
the translator bar (Powerpoint does not have to be visible) in OBS and 
start streaming wherever you want to.

Depending on MS is not exatcly perfect, but I didn't find (m)any free 
options (if you got MS Office). There was an interesting Universal 
Translator project for Raspberry Pi 
(https://daveconroy.com/how-to/turn-raspberry-pi-translator-speech-recognition-playback-60-languages/), 
but is limited to MS and Google (paid option), too.
