There are some normalization transforms which allow you to ASCII sort call numbers. A quick search gives me: The Alma system (from Ex Libris) has a normalization algorithm for their analytics, described at https://knowledge.exlibrisgroup.com/Alma/Community_Knowledge/Understanding_Normalized_Call_Numbers_in_Analytics.
