Hi Todd,
We have done a couple interactive maps for Islandora collections, including
one that is a historical document. This was pretty straightforward, and did
not require any special tools or development,
The Mt. Vernon example uses links placed with css on a tiled map. It would
also be possible to create an image map, or a set of tiled image maps that
would work in a responsive design.
