How do you bypass the ProQuest fee? Currently our Graduate School directs the whole process of submission for students, and they direct students to pay the $55. There seems to be an assumption that it's contractually obligated. I'd be interested to hear how you work around it - whether through this list or directly.

I have experienced one publisher asking for a fee. It was a European journal. We don't have a budget for this, nor would I want to spend money on it. But it does happen. CCC cannot grant perpetual rights for an IR, but sometimes they can helpfully point you in the direction of the actual copyright holder. I have been able to get permission that way.
(We tell students not to pay the ProQuest OA fee for their theses).
