Looking for a Few Good Consultants

Does anyone have recommendations for Digital Library Consultants or
Electronic Publishing Consultants?  We are interested in someone that
can help us with creating a functional specification for an xml
publishing tool that will have a repository component to it.  Any
information you can provide, please let me know.
