From Bob Schultz, the WorldCat.org product manager:

We currently don't support inbound linking by LCCN to WorldCat records.
We haven't had much of a clamoring for it from libraries or
patrons/users so this hasn't been high on our roadmap for
implementation, but it is on the laundry list of future tasks.
