Can Koha be set as Z3950 Server?

We know, from within the Intranet interface of Koha, we can search
against the configured Z3950 targets. Now, on the opposite end, can Koha itself act as a
Z3950 server? If yes, is there any guide on how to set up Koha as a
searchable Z3950 Server? Does it need any third-party solution such as Zebra?
