The institute, a preconference to the EDUCOM meeting, will be of particular interest to senior-level decision makers (such as directors and associate directors of libraries and computing facilities) who want to articulate a vision and formulate strategies for their institutions as they move from trends and concepts to the concrete reality of electronic libraries. W. David Penniman, president of the Council on Library Resources, will deliver the keynote address, "If You Build It, Will They Come?" Penniman will talk about the expectations of users of the library of tomorrow and what library administrators will need to "build" to meet those expectations and to foster independent problem solving. Speakers for the program include Michael Buckland, Sheila Creth, Paul Koda, Gail McMillan, Jeffrey Trzeciak, Peter Graham, Anita Lowry, Richard Meyer, and John Price-Wilkin. Their topics include articulating a local vision for the electronic library, design principles, governance issues, staffing and service concerns, formulating strategies for local institutional planning and the potential outcomes from electronic libraries.
