Huron St., Chicago IL 60611.] ALCTS TASK FORCE ON PROFESSIONAL ETHICS PRODUCES GUIDELINES The following guidelines are to assist ALCTS members in the interpretation and application of the ALA Code of Ethics as it applies to issues of concern to ALCTS. Within the context of the institution's missions and programs and the needs of the user populations served by the library an ALCTS member: 1. strives to develop a collection of materials within collection policies and priorities; 2. strives to provide broad and unbiased access to information. 3. strives to preserve and conserve the materials in the library in accordance with established priorities and programs; 4. develops resource sharing programs to extend and enhance the information sources available to library users; 5. promotes the development and application of standards and professional guidelines; 6. establishes a secure and safe environment for staff and users; 7. fosters and promotes fair, ethical and legal trade and business practices; 8. maintains equitable treatment and confidentiality in competitive relations and manuscript and grant reviews; 9. supports and abides by any contractual agreements made by the library or its home institution in regard to the provision of or access to information resources, acquisition of services, and financial arrangements. ************************************************************************* ACQUISITIONS SECTION OFFERS STANDARD OF ACQUISITIONS PRACTICE The Acquisitions Section has prepared a "Statement on Principles and Standards of Acquisitions Practice." An acquisitions librarian: 1. gives first consideration to the objectives and policies of his or her library; 2. strives to obtain the maximum ultimate value of each dollar of expenditure; 3. grants all competing vendors equal consideration insofar as the established policies of his or her library permit, and regards each transaction on its own merits; 4. subscribes to and works for honesty, truth, and fairness in buying and selling, and denounces all forms and manifestations of bribery; 5. declines personal gifts and gratuities; 6. uses only by consent original ideas and designs devised by one vendor for competitive purchasing purposes; 7. accords a prompt and courteous reception insofar as conditions permit to all who call on legitimate business missions; 8. fosters and promotes fair, ethical, and legal trade practices; 9. avoids sharp practice; 10. strives consistently for knowledge of the publishing and bookselling industry; 11. strives to establish practical and efficient methods for the conduct of his or her office; 12. counsels and assists fellow acquisitions librarians in the performance of their duties, whenever occasion permits. ************************************************************************* U.S. PERIODICALS PRICE INDEX FOR 1994 COMPLETED Note: The full text and tables of the summary provided below will appear in the May 1994 issue of _American Libraries_. This survey is the 34th annual study sponsored by the Library Materials Price Index Committee (LMPIC). For the 10th consecutive year, The Faxon Company supplied, compiled, and analyzed subscription price information for the study. The 1994 average price for the 3,941 U.S. periodicals analyzed by LMPIC in this annual study is $135.37, an increase of 9.6 percent over the 1993 average price of $123.55. An increase of this magnitude is similar to those experienced in the latter half of the 1980s, when annual increases ranged from 8.9 to 9.9 percent, and a departure from both the double digit increases of 1991 and 1992 and the relatively low increase of 5.5 percent in 1993. The inclusion of the 210 titles from the Russian Translations category raises the average price for 1994 to $179.53, which is 8.6 percent higher than the 1993 average price of $165.25. The rate of increase for the entire sample continues to be relatively consistent with that of the sample excluding translations, as it has been since 1986. The average price for the 25 subject categories included in this survey remains remarkably constant; the top seven categories have remained the same since 1983. Russian Translations post the highest average price in 1994 ($964.13) and continue to maintain a sizable differential over the next highest average price (Chemistry/Physics at $678.03). Mathematics, etc., has the highest percent increase over 1993 prices at 12.8 percent, followed by 12.0 percent for Chemistry/Physics and 11.4 percent for Medicine. The Russian Translations category also leads the list in the proportion of titles that increased in price over the three-year period of 1992 to 1994 at 84 percent. Chemistry/Physics is again a close second, with 82 percent and Medicine at 76 percent. The overall sample (including Russian Translations) showed 49 percent of the titles increasing in price from 1993 to 1994. Comments and questions may be addressed to Adrian W.
