Returned ballots must be received at ALA by Oct. 27, 1993, when they will be sent to an outside firm for keying and tabulating, with results available early in November. If you are a personal member of ALCTS and you have not received your ballot by Oct. 1, please call to request one (800-545-2433 ext. 5034 or ext. 5035). We will verify your membership before mailing a replacement ballot. ************************************************************************* NEW MINORITY FELLOW JOINS ALA SooYoung So, the 1993-94 ALA Minority Fellow, joined Headquarters staff on Sept. 1. SooYoung's interest is studying how to retain minority librarians once they have entered the field. His host office is the Office for Library Personnel Resources (OLPR), where he may be reached at 800-545-2433 ext. 5020. ************************************************************************* SUMMARIES TO BE OMITTED FROM CIP DATA FOR NONFICTION JUVENILE TITLES The Cataloging in Publication (CIP) Division of the Library of Congress has announced that summaries will no longer be included in CIP records for nonfiction juvenile titles. The change is a consequence of the significant growth in the number of juvenile titles submitted for CIP data and the lack of resources to process them in a timely manner. CIP records for fiction juvenile titles are unaffected by this change. LC staff proposed the change at recent meetings with librarians, publishers, and vendors. The decision will be evaluated after a year and, resources permitting, summaries for nonfiction juvenile titles may be reinstated. ************************************************************************* NISO STANDARDS NEWS Paper Permanence The first major revision to the American National Standard for paper permanence (ANSI/NISO Z39.48-1992) has been published by NISO Press. This new standard expands the scope of the original standard to cover both uncoated and coated papers used for publications collected by libraries and archives and provides recommendations for new test methods. Other changes made to the standard: a test for fold endurance as a measure of strength has been dropped; a maximum lignin content of 1% is allowable; the minimum pH for uncoated paper is 7.5 and the minimum alkaline reserve is 2%. Coated paper base stock can be as low as ph 7.0 if the paper as a whole meets the alkaline reserve requirement. Indexes The final draft of the proposed national standard for indexes and related information retrieval devices (ANSI/NISO Z39.4-199x) will be available for review and comment in November. The new standard addresses every type of information retrieval index for every kind of text or document and presents a refined vocabulary for indexing. For example, the term "entry" is to be used only for a single heading linked by a single locator to a documentary unit. The display of a main heading and all of its subheadings will be called an "entry array" to distinguish it from the individual entries that such an array may encompass. Natural language order in both headings and subheadings is recommended in the revised standard. Steel Shelving The final draft of the proposed national standard for steel shelving for use in libraries and information centers is now out for review. The standard establishes minimum performance requirements for single tier freestanding steel shelving. The standard is based on extensive research conducted by ALA's _Library Technology Reports_. Information about NISO standards may be obtained through the Internet at NISO@ENH.NIST.GOV or through their office at 301-975-2814. ************************************************************************* LITA NEWSLETTER NOW AVAILABLE ONLINE The Library and Information Technology Association (LITA) announces the electronic distribution of its quarterly newsletter, the _LITA Newsletter_. The electronic version contains the same text as the printed newsletter, sans pictures and graphics. There are two ways to receive the electronic LITA newsletter: 1. By subscribing to the listserv LITANEWS. Send electronic mail to listserv@dartmouth.edu (or to listserv@dartcms1 for bitnet users), with the following message in the body of the mail message (not on the subject line): SUBSCRIBE LITANEWS [YourFirstName] [YourLastName] 2. By watching for the announcement of a new issue on PACS-L and then explicitly requesting each article from the LITANEWS listserv archive, either by e-mail or by anonymous ftp. Instructions will be included with the announcement. The first electronic issue of _LITA Newsletter_ was posted Aug. 31. ************************************************************************* NEW JERSEY LIBRARIES PUBLISHES ISSUE ON PRESERVATION The Summer 1993 issue of _New Jersey Libraries_ (vol. 26, no.3), the publication of the New Jersey Library Assocation, is dedicated to Preservation. The issue was edited by ALCTS member Susan G. Swartzburg and includes articles on the development of a preservation plan for Jerseyana, the New Jersey Newspaper Project, the work of the Preservation Committee of the New Jersey Region V Library Cooperative, a description of the outreach efforts of the Bergen County Cooperative Library System in the area of preservation (including page training and workshops with local historical collections), and mold treatment in the New Jersey State Library.
