Registrations must be postmarked by November 4, 1992. The registration fee of $90 includes: Conference introductory kit, breakfast and lunch buffets Saturday and Sunday, banquet Saturday, attendance at all lectures and panel discussions and two roundtables (from a choice of twelve, including all aspects of library work--circulation, reference, cataloging, acquisitions, interlibrary loan, reserve, children's services, adult services, documents, periodicals/serials, administrative services, and preservation). The Conference is designed to include information on all types of libraries as well as all aspects of library work. Paraprofessionals across the country are expected to attend. An ideal chance to interact, develop contacts, encounter first-hand knowledge of new technologies impacting on traditional library procedures, and perhaps to get some individual attention from people who can help you solve problems. The award will be given for one proposal and administered in two parts: $500 when the proposal is selected to fund the research effort and $500 when the completed manuscript is submitted to Library Acquisitions: Practice & Theory. The award will be granted to the individual, not the institution, and may be used to cover expenses incurred in conducting the research outlined in the winning proposal, including travel, postage, staff support, supplies, and other items. The winning proposal will identify a critical issue in acquisitions, serials, publishing, or collection management and outline a rigorous approach to testing or solving the issue raised. Proposals will be judged on their significance, clarity and originality. The proposal should be a brief, concise description (no more than 500 words) of the project. A budget proposal and a one page vita of the author must be attached. Awards will not be limited to experienced researchers; however, researchers should present their proposal clearly addressing the following issues: 1. What are the aims and objectives of the research proposal? 2. Please describe your methodology and data analysis procedures. 3. What related research has been undertaken and/or published? Please include specific citations. 4. Is the research replication of a previous study? The deadline for submitting proposals is February 15, 1993. Proposals will be reviewed by a panel consisting of the editor-in-chief, the assistant editors, and three members of the editorial board. The winning proposal will be announced at the annual American Library Association Conference (in New Orleans in 1993) and in the fourth issue of LAPT for the year. Research for the winning proposal must be completed within one year of the date when the award is announced. The audience of some four hundred invited guests included present and former staff members of the Office, members of the American mission and visitors from the Library of Congress, Washington, guests from other diplomatic mission, as well as many Indian librarians and booksellers who have been involved with the Office in various capacities over the years, and other distinguished guests. Lygia Ballantyne, the seventh and current Field Director of the Office, officiated at the proceedings, introducing the four speakers who graced the occasion. The United States Ambassador to India, the Honorable Thomas R. Pickering, gave a welcoming address, emphasising that although the Library is a part of the Legislative branch, its overseas offices were considered to be very much a part of the United States mission in those countries where they are located. The Honorable Minister of the Government of India for Human Resource Development, Shri Arjun Singh, gave the major address, speaking of the role which the Library of Congress Office has played over the past three decades in the publishing industry and the scholarly life of India. Next, speaking as a representative of the thirty participating American libraries who have benefited from the program during those same years, Dr. Beverly Lynch, Dean, School of Library and Information Sciences, University of California, Los Angeles, described the impact of the program upon those libraries and upon Asian studies in the United States. She then presented a plaque to the Office inscribed with the names of all the participating libraries. Finally, the Librarian of Congress, Dr. James H. Billington, spoke about the place of the foreign acquisitions programs in the broad picture of the Library of Congress and its place in American and world scholarship. Invoking the names of those persons both in the Library and in the Congress who had had the vision and energy to promote these programs, he added his own strong support. The formal proceedings closed with the release of an attractive Commemorative Brochure which had been prepared by the staff of the LC Office with cooperation from the United States Information Service in New Delhi. Costin, University of Hong Kong Libraries (HRULCMJ@HKUCC.BITNET) 18 September 1992 ************************************************************************* NATIONAL TRANSLATIONS CENTER CONTRIBUTES HOLDINGS TO OCLC Researchers looking for translations of foreign patents in the natural, physical, medical, and social sciences, as well as for unpublished translations of scientific journal articles, can now look in the OCLC Online Union Catalog (OLUC) for holdings of the National Translations Center (NTC), a division of the Library of Congress Cataloging Distribution Service. NTC, which recently became a supplier to the Document Delivery Service of OCLC's Interlibrary Loan Subsystem, has tapeloaded bibliographic records for some 16,000 translations in its collection into the OCLC database. NTC's collection includes more than 400,000 translations. Each month, 1,000 to 2,000 more will be added. NTC's OCLC three-letter code is TLR. ************************************************************************* ALA ENDOWMENT SURPASSES $5 MILLION The ALA Endowment has surpassed the $5 million mark. According to Endowment Trustees, the endowment has grown steadily over the last two years with the help of prudent investment management by Rittenhouse Financial Services. From the period of July 1990 through July 1992, the Endowment grew by more than $1.3 million. Approximately $1 million of the Endowment is the result of the appreciation of value of the Endowment's investments. The remainder is made up of contributions and current income. The Trustees said due to short term market volatility, the value can fluctuate. However, they are confident that in the long term, the Endowment will continue to grow. The ALCTS Endowment, which is also managed by Rittenhouse, stands at $16,100. ************************************************************************* ELECTRONIC RESOURCES OF ALCTS ALCTS provides many resources free of charge to anyone with electronic access.
