CARL SYSTEMS TO MOVE ************************************************************************** TABB NAMED TO LC POST Winston Tabb, acting Deputy Librarian of Congress since June 1989, has been appointed the Associate Librarian for Collections Services, the largest service unit of the Library. He will succeed Henriette D. Avram who is retiring after 26 years with the Library. In his new role, Tabb will direct a staff of 1,800 employees and will be responsible for the Library's acquisitions, cataloging and processing of materials, and preservation as well as special research activities-- the core of the Library's services to the nation. In announcing the appointment, Librarian of Congress James H. Billington said: "Winston Tabb has served the Library of Congress with dedication and distinction in an unusually wide range of capacities. His strong professional background, experience in recent years with the broader library community, and his fine personal qualities-- all will bring strength to a key position for which Henriette Avram has set such an exceptional standard." Tabb has been with the Library since 1972, when he was a participant in the Library's Intern Program for outstanding library school graduates. After completing the internship, he joined the staff of the Congressional Research Services (CRS), working initially as a reference specialist in the Congressional Reference Division. From 1974-75, he was a congressional research administrator in the Office of the Director of CRS. He was subsequently appointed team leader of the Congressional Reading Room and in 1977 he became administrator of the Inquiry Unit. In 1978, he was appointed assistant chief of the General Reading Rooms Division, and in March 1984 he became chief of the Information and Reference Division of the Copyright Office. In March 1988 Mr. Tabb was appointed Chief of the Library's Loan Division. He was selected in October of that same year to fill a one-year appointment as Director for Research Services. During 1988, he also served as vice chair of the Management and Planning (MAP) Committee and later as coordinator of the Collections Services Transition Team. In March 1990 he was named director of Public Service and Collection Management I, while continuing to serve as acting Deputy Librarian. Mr. Tabb represents the Librarian on the National Commission on Libraries and Information Science, the advisory committee to the White House Conference on Libraries and Information Services, and the Association of Research Libraries. He has served as the Library's liaison to the Research Libraries Group (RLG) Shared Resources Committee and as secretary to the International Federation of Library Associations and Institutions (IFLA) Division of Collections and Services and Section on Interlending. He has been active in the American Library Association for many years, and will become the Library of Congress liaison to the ALCTS Board of Directors. A 1963 magna cum laude graduate of Oklahoma Baptist University, he earned a master's degree in American literature from Harvard University in 1964. After Army service in Southeast Asia, he earned a master's degree in library science from Simmons College in 1972. ************************************************************************* LIBRARY OF CONGRESS AND NATIONAL LIBRARIES REPORTING SESSION The Library of Congress and National Libraries Reporting Session will be held at a new day and time. It will be held on Friday, January 24, 1992, from 2-3:30 p.m. in the San Antonio Convention Center, Fiesta Room B. It will be a part of the regular meeting of the Technical Services Directors of Large Research Libraries Discussion Group ("Big Heads"). This will be an open meeting, and all ALA members are invited to attend. Previously, the Library of Congress and National Libraries Reporting Session was held later in the conference, but much of it duplicated what was reported at the meeting of the discussion group. Noting this duplication, and the slipping attendance for the later meeting, the ALCTS Executive Committee has decided to combine the two on an experimental basis. The following people have been invited to participate in the reporting session: Winston Tabb, newly-appointed Associate Librarian for Collections Services of the Library of Congress, Duane Arenales, Chief Technical Services Division, National Library of Medicine, and Sarah Thomas, Associate Director for Technical Services, National Agricultural Library. The audience, as well as members of the Technical Services Directors of Large Research Libraries Discussion Group, will have opportunities to ask questions of the speakers. ************************************************************************* JOAN MITCHELL ELECTED CHAIRPERSON OF DEWEY COMMITTEE Joan Mitchell, Director of Academic Computing and Media at Carnegie Mellon University, Pittsburgh, was elected Chairperson of the Dewey Classification Editorial Policy Committee (DCEPC) at the committee's 100th meeting, held at the Library of Congress in October. The Editorial Policy Committee is a joint committee of the American Library Association and OCLC Forest Press, publisher of the Dewey Decimal Classification (DDC). "As chairperson of the committee that advises us on the intellectual content of the Dewey Decimal Classification, Joan Mitchell will provide the innovative and creative leadership which the Classification will need to meet the challenges of the years ahead," said Peter J. Paulson, Executive Director of OCLC Forest Press. "Her practical experience in library work and her strong background in information technology will serve our users well as we move forward with the development of Edition 21." Mitchell, whose term begins in January 1992 and runs through December 1993, was appointed to the committee in 1985 and has been actively involved in the formulation of Decimal Classification policy ever since. Her paper "Dewey Decimal Classification: An Overview of Edition 20" appeared in _Dewey: An International Perspective: Papers from a Workshop on the Dewey Decimal Classification and DDC 20_, published in 1991. Associated with Carnegie Mellon in various capacities since 1986, Mitchell has also held positions at AT&T Bell Laboratories in New Jersey, and Hewlett-Packard Company and SRI International, both in California. She holds a computer science certificate from AT&T Bell Laboratories and a master of library science degree from the University of California, Berkeley. Her credentials include many publications, lectures, and workshops on all phases of Dewey. Mitchell replaces outgoing Chairperson Lois M. Chan, Professor of Library Science at the College of Library and Information Science, University of Kentucky. Professor Chan was Chairperson of the DCEPC for three consecutive terms, from January 1986 to December 1991. During this time she guided the committee through the final development and publication of DDC 20. The Editorial Policy Committee works with the editors of the Dewey Decimal Classification and advises OCLC Forest Press in matters relating to the general development of the Classification. The current membership of 10 includes public, special, and academic librarians, and library educators. ************************************************************************* CONFERENCES, SEMINARS, ETC. European Serials Conference The Second European Serials Conference, organized jointly by the United Kingdom Serials Group and the NVB (Dutch Association of Librarians, Documentalists and Information Specialists) Serials Group, will be held at the Leeuwenhorst Congres Center, Noordwijkerhout, The Netherlands, 9-11 September 1992. The Conference will address a wide range of issues of relevance to libraries, publishers, subscription agents and others involved in serials communications. Topics to be covered include: electronic publishing, document supply, automation, international cooperation, serials communication channels and CD-ROM networking. Workshops are planned as well as visits to libraries, publishers and other organisations concerned with serials. Sponsored by the Faxon Institute for Advanced Studies in Scholarly and Scientific Communications, this year's conference continues the focus on information users that is central to the Institute's mission. The conference will look at some examples of interactive scholarly and scientific communication systems under development and explore some of the public policy issues related to these new systems. The conference will also include a component for the electronic exchange of information. This electronic conference will provide an online means for participants and presenters to share questions, ideas and proposals prior to, during, and after the assembled conference. People unable to attend the assembled conference will have the option of registering solely for the electronic conference. The conference program includes nine major program blocks which will be mirrored in the electronic online conference. There will be a mixture of formal papers and panel presentations, and several sessions will be formatted as breakout groups to provide an opportunity for more informal interaction with presenters. Specific topics include: User Patterns and Attitudes; Educating Users for Access to Electronic Information; Designing User Studies for Local Collections; Wide Area Information Services (WAIS) in the Sciences; Case Studies of Electronic Communities in STM Fields; and Reports on Experimental Electronic Scholarly Publications. The conference will open with a debate focusing on the significant shifts occurring in the creation, distribution and storage of scholarly electronic information. Two different views of the impact on the user of a networked environment and implications for scholarship and research in the STM area will be proposed and vigorously defended. Participants will be drawn from the library, publishing, and information management community in higher education, the public sector and industry. The full conference fee is $295 per person, if received by April 1, 1992. After April 1, 1992, the fee is $315. Electronic Data Interchange Conference The Fifth Annual Electronic Data Interchange Conference and Exhibit will be held May 11-13, 1992, in Seattle, Washington. It is sponsored jointly by the Data Interchange Standards Association, Inc. (DISA), ANSI Accredited Standards Committee X12, and the Pan American EDIFACT Board. This conference will be a celebration of five years of bringing business practices and technology together. Program topics will include bar coding, e-mail integration, EDI and your taxes, and electronic payment. Keynote speakers will include Dr. Vladimir Sakharov and Kathleen Sullivan.
