It will be the last issue until September. ************************************************************************* ARNOLD HIRSHON ASSUMES OFFICE AS ALCTS PRESIDENT Arnold Hirshon, Director of the Wright State University Library, became the President of the Association for Library Collections & Technical Services on July 3, 1991 following the ALA Annual Conference in Atlanta. Hirshon received his master's degree in library science from Indiana University, a master's in public administration from Wayne State University and a bachelor's degree from the State University of New York. He also worked as the Associate Director of the Virginia Commonwealth University Library before obtaining his present position as Director at Wright State University Library. Hirshon has been active in library technical services throughout his career. As a member of ALCTS (and its predecessor, Resources and Technical Services Division), he has served in many leadership capacities, including Resources Section Member-at-Large, RTSD Newsletter Editor and an organizer of both the ALCTS Catalog Maintenance Discussion Group and the ALCTS Role of the Professional in Technical Services in Academic Research Libraries Discussion Groups. In 1989, he was presented with an ALCTS Certificate of Appreciation for outstanding contributions to the division. ************************************************************************* ALCTS SERIALS SECTION SPONSORS NEW AWARD The ALCTS Board of Directors approved a new award at the ALA Annual Conference in Atlanta, the First Step Award: ALA ALCTS Serials Section-Wiley Professional Development Grant. The purpose of the First Step Award is to provide librarians new to the serials field with the opportunity to broaden their perspective and to encourage professional development while attending the ALA annual conference and participating in ALCTS Serials Section activities. ALA members with five or fewer years professional experience in the serials field, who have not previously attended an ALA conference, are eligible. The grant of $1,500 is donated by John Wiley & Sons, Inc. and is applicable toward round trip transportation, lodging, meals and other expenses related to attendance at the ALA Annual Conference. ************************************************************************* NOMINATIONS SOUGHT FOR 1991 ALCTS AWARDS Nominations are being sought for six ALCTS awards to be presented during the 1992 ALA Annual Conference in San Francisco. The awards are: Best of LRTS Award -- for the best paper published during 1991 in _Library Resources & Technical Services_, the official journal of the Association for Library Collections & Technical Services. Esther J. Piercy Award -- to a librarian with not more than 10 years of professional experience for outstanding contributions to librarianship in the field of technical services and for outstanding promise for continuing contributions and leadership. Bowker/Ulrich's Serials Librarianship Award -- for distinguished contributions to serial librarianship within the previous three years demonstrated through participation in professional associations and/or library education programs, contributions to the body of serials literature, development of tools or methods to enhance access to or management of serials, or other advances leading to a better understanding of the field of serials. The award of $1500, donated by the R.R. Bowker Co., is administered by ALCTS Serials Section. Margaret Mann Citation -- for outstanding professional achievement in cataloging or classification either through publication of significant professional literature, participation in professional cataloging associations, or valuable contributions to practice in individual libraries. The award is administered by ALCTS Cataloging and Classification Section. Blackwell North America Scholarship Award -- to honor the author or authors of the outstanding book or paper, published in 1991, in the field of acquisitions, collection development, and related areas of resources development in libraries. The award is a $2,000 scholarship donated by Blackwell North America to the U.S. or Canadian library school of the winning author's choice. First Step Award: ALA ALCTS Serials Section Wiley Professional Development Grant -- to provide librarians new to the serials field with the opportunity to broaden their perspective and to encourage professional development in serials librarianship through attendance at the annual ALA Conference and participation in Serials Section activities. The $1,500 grant is donated by John Wiley & Sons, Inc. to support attendance at the ALA Annual Conference and administered by ALCTS Serials Section. The deadline for all awards is December 2, 1991. For more information about ALCTS awards or application forms, contact the ALCTS office. ************************************************************************* ALCTS OFFERS SPECIAL STUDENT MEMBERSHIP RATE The ALCTS Board of Directors voted at the 1991 Annual Conference in Atlanta to offer a reduced student membership rate of $15 in order to enable library school students, particularly those interested in the technical services, to join the association at a reduced rate. The new rate becomes effective immediately. With this reduced rate, the library school student will be able to access the library profession through ALCTS and explore opportunities and areas of interest that lie ahead within the technical services. To obtain an e-mail version of the ALCTS membership form, consult the ALCTSERV by sending the command: tell listserv@uicvm get alcts filelist. The filelist includes back issues of AN2 and several ALCTS forms. The membership form is listed as "MEMBER FORM" and may be requested, filled out, and mailed to the ALCTS office either by e-mail or regular paper mail. ************************************************************************* MORE ON THE RESOURCES SECTION REORGANIZATION The membership of the ALCTS Resources Section voted to change the name of the section to Acquisition of Library Materials Section. They also voted to adopt the bylaws for the Collection Management and Development Section. As reported in the last AN2, the Executive Committees of both sections have redefined the committees and their function statements in order to accomplish their goals. Current members of the Resources Section will automatically become members of both Acquisition of Library Materials and Collection Management and Development sections until the next cycle of ALA membership renewals is complete. At that time, they will be able to select the sections to which they wish to belong. ************************************************************************* SCHOLARLY COMMUNICATIONS COMMITTEE ESTABLISHED The ALCTS Board of Directors voted to establish the ALCTS Scholarly Communication Committee. Its responsibilities will be to serve as the review and advisory committee on all matters of scholarly publishing; to investigate changes in methods for scholarly publishing and communication; to collect and review information from the library and scholarly community concerning guidelines and standards. Other aspects of the committee will be to consider mutual problems and to provide for the communication of ideas between members of ALCTS and scholarly associations and commercial and non-commercial scholarly presses, to plan and sponsor meetings, seminars, studies, or other forms of communication on topics related to changes and developments in scholarly communications, and to encourage the exchange of ideas among scholars, librarian, and distributors of scholarly information. The committee will consist of ALCTS members, including some who are vendors, representatives from the scholarly publishing community and members of scholarly associations. ************************************************************************* TWO NEW CRG MEMBERS The ALCTS Board of Directors voted to accept the Mississippi Library Association's Technical Services Roundtable and the North Dakota Library Association's Technical Services Roundtable as affiliates of the Council of Regional Groups (CRG). The Council of Regional Groups serves as a means for information exchange between the Association of Library Collections & Technical Services and regional groups having a focus of activity within the field of library technical services. There are presently forty affiliated regional groups. Representatives of these groups meet semiannually at conferences of the American Library Association to consider common problems and propose programs, such as series of regional institutes. For information about the Council of Regional Groups, contact the ALCTS Office. ************************************************************************* NISO RELEASES NEW HOLDINGS STATEMENTS STANDARDS A new proposed NISO standard, Holdings Statements for Bibliographic Items, ANSI/NISO Z39.71-199X, has been issued and is available for comment from the National Information Standards Organization. The proposed standard is priced at $30 and can be ordered from NISO, P.O. Box 1056, Bethesda, MD 20827. This standard establishes rules, defines data elements, and sets forth display conventions to be used in preparing standards records of holdings for serial and non-serial bibliographic items. The goal of this new standard is to promote consistency in the recording, communication and exchange of such information about an institution's information holdings. It includes an appendix with examples of holdings statements created according to the standard. Z39.71-199X combines Z39.44-1986, Serials Holdings Statements, and Z39.57-1989, Holdings Statements for Non-Serials, and will replace both standards following its approval by the NISO Voting Members. Myron Chace, Library of Congress, is the representative of the American Library Association, a voting member of NISO. ALA members with comments on the proposed standard should contact Chace. ************************************************************************* EBSCO PUBLISHES 1992 INDEX MEDICUS PRICE STUDY The EBSCO Biomedical Division has published the second edition of the "Index Medicus Price Study" which provides documentation of price increases by medical specialty and demonstrates the extent to which biomedical libraries must purchase journals not published in the United States. The study is available on request from Lynn M. Fortney, Biomedical Division Marketing Manager, EBSCO. The 1991 Index Medicus Price Study has been published in vol. 17, no. 1, 1991 of "Serials Review," and the 1992 and subsequent studies will be published in the third number of each annual volume of "Serials Review." ************************************************************************* SEARCH COMMITTEE FOR ALCTS NEWSLETTER EDITOR NAMED ALCTS President Arnold Hirshon has announced that David Gleim will chair the Search Committee appointed for "ALCTS Newsletter" editor. The ALCTS Newsletter is an official publication of the Association for Library Collections & Technical Services. Issued eight times per year, the ALCTS Newsletter contains reports of ALCTS activities, short articles on current issues of importance to technical services practitioners, general technical services news, and listings of new publications. The term of the editor is three years. The editor normally is eligible for reappointment to one additional three year term. There is a stipend to offset some conference expenses. Each application should include a cover letter indicating why the applicant is interested in the position; a resume, including work in ALA and ALCTS, and a list of publications; the names and phone numbers of three references; and at least two recent writing samples, preferably of items prepared for publication. Send nominations and applications by November 15, 1991 to: David Gleim, Monographic Cataloging, University of North Carolina, Catalog Department, CB #3914, Davis Library, Chapel Hill, NC 27599.
