ACCREDITATION ARTICLES SOUGHT ************ KEY ACTIONS OF THE ALCTS BOARD OF DIRECTORS AT THE MIDWINTER MEETING Following are the key actions, in summary form, taken by the ALCTS Board of Directors during the 1998 Midwinter Meeting in New Orleans. Routine actions, such as adopting agendas and approving minutes, are not included. DISMISSED the ALCTS/RUSA Joint Institute Planning Committee co-chaired by Barbara Allen and Cindy Kaag, with thanks for a job well done. "Virtually Yours," held October 23-25, 1997, attracted registrants from all types of libraries in Canada, New Zealand, Hong Kong, and all parts of the U.S. ACCEPTED the Memorial Resolution honoring Lois Wetherill Hacker and directed the Councilor to refer it to Council. APPOINTED Brad Eden editor of the ALCTS Paper Series with a term to expire in 5 years. ACCEPTED the report of the International Relations Committee (IRC) and agreed to fund eight persons at a level of $500 each for attendance at the 1998 IFLA Conference in Amsterdam. ENDORSED the recommendation of the ALCTS IRC regarding the recommendations for nomination by ALA to IFLA Standing Committees. APPROVED three resolutions--"Responsible Management, Responsible Outsourcing," "Application of Outsourcing to Materials Selection," and a tribute to Hawaii's Librarians--for presentation to Council, but later directed the ALCTS President to convey them to the ALA President's Task Force on Outsourcing instead. SUPPORTED the effort to pass the Digital Copyright Clarification and Technology Act (S. 1146) and Digital Era Copyright Enhancement Act (H.R. 3048), and alert ALCTS members to contact their individual Representatives and Senators to become co-sponsors of the above bills. REAFFIRMED the policy of ALCTS' having the right of first refusal to publish any information emanating from any group in ALCTS. The resolution states: Whereas ALCTS publications are publications of quality and the ALCTS designation conveys to readers this quality, and whereas the quality of these publications is a result of vigorous quality control in an editorial review, be it resolved that the same vigorous review be applied to all publication formats issued under the aegis of ALCTS. DIRECTED staff to post the Power Point presentation which was written by Sandra Hurd, Tina Feick, and Bob Boissy and presented at the ALCTS AS Advanced Business of Acquisitions Preconference in June of 1997, on the ALCTS Web page, appropriately identified. PROPOSED to the membership an amendment to the ALCTS Bylaws, Article XI, (Regional Groups), Section 6 (Officers), Duties of the Vice-Chair/Chair-Elect, as follows: The Vice-Chair leads CRG meetings in the absence of the chair.... This amendment would remove the vice-chair of CRG as an ex officio member of the ALCTS Board, thus bringing the article in conformance with the article on composition of the Board of Directors. CHANGED the composition of the ALCTS Organization and Bylaws Committee as follows: that the ALCTS Past-President serve as co-chair, rather than chair, and that a second co-chair be appointed by the Vice-President, from among the continuing committee members. DIRECTED the ALCTS President to send a letter to the Chair of the ALA Committee on Organization stating that ALCTS has an adequate internal review policy, obviating the ALA Internal Review Policy. APPROVED the change of name and charge of the Audiovisual Committee. The new name will be Media Resources Committee, with the charge: To consider the media resource issues that fall within the division's mandate; to study and make recommendations in the areas of collection development, acquisition, bibliographic control, intellectual access, physical preparation, storage, archiving, and conservation and preservation of media resources; to coordinate continuing education and training opportunities in these areas; to work in conjunction with other divisions and section committees having functional and media responsibilities in order to coordinate and integrate initiatives on matters within the committee's scope; to serve as the division's liaison with concerned units within ALA and relevant outside agencies. *Media resources* includes, but is not limited to, electronic media that is primarily non-text, including moving image recordings, CD-ROMs, computer files, multimedia, as well as non-electronic media, including but not limited to kits and graphics. ESTABLISHED the Electronic Communications Committee as a Special Committee with the following charge: To support the use of electronic communications, including, but not limited to, Web-based documents, publications, programs, and tutorials, in support of the needs of the Division's committees, sections, and membership at large. The committee will: 1) implement the recommendations of the Task Force on Electronic Communication; 2) in consultation with the Publications Committee, the Newsletter, LRTS, and AN2 editors clarify the editorial policies, procedures, and guidelines for publishing and disseminating electronic documents; and 3) assist headquarters staff in designing the division's Website, in selecting and obtaining appropriate content and in managing the transition of documents to the Web site. The Committee charge and function will be reviewed at the 1999 Annual Conference to determine whether the committee should be continued. The committee will have nine members: three members-at-large, one member from each section and CRG, and in addition in an ex-officio capacity, the ALCTS staff member serving as the Coordinator of the Internet Communications/ALCTS Website. DIRECTED the Digital Resources Committee to review and modify its name and charge in consultation with the Organization and Bylaws Committee to reflect an involvement with broad issues of metadata development and implementation as described in the Metadata Task Force Report, accepted by the Board at the Annual Conference in 1997. The Digital Resources Committee will develop a name and charge for presentation to the Organization and Bylaws Committee at Annual Conference 1998. AUTHORIZED CMDS to cosponsor four programs in name only. DETERMINED that the ALCTS Newsletter become an electronic journal starting with volume 10, number 1, and be posted on the ALCTS Website, and directed the Publications Committee to fast-track the plan for taking the ALCTS Newsletter electronic, with no more than one additional print issue in this fiscal year. ACCEPTED the FY1998-99 preliminary budget. AUTHORIZED the ALCTS office to work with CCS, SS, and the PCC to conduct a needs analysis for serials cataloging education, and, if appropriate, develop an institute plan. ************ HAVE YOU HEARD ANY GOOD SPEAKERS LATELY? The Speakers' Bureau Committee of the ALCTS Council of Regional Groups is looking for a few good speakers. The committee maintains a list of qualified individuals who are willing to speak on issues relating to technical services. Speakers agree not to charge honorariums and to be reimbursed for expenses only. One of the major goals of this list is to assist state and local organization leaders in locating speakers for programming. Nominations and self-nominations are welcome. Nominations should include the speaker's name and telephone number or e-mail address, and a brief statement of recommendation. A committee member will contact the nominee to determine her or his interest. Self-nominations should include a brief curriculum vita, speaking topics of interest, and 2-3 references. For more information or to make a nomination contact Deborah Lucas Fetch at fetchd@apsu01.apsu.edu or call her at 931-648-7617. ************ ACCREDITATION ARTICLES SOUGHT Articles are now being solicited for Volume 3 of Advances in Collection Development and Resource Management (JAI Press, Inc.), edited by Thomas W. Leonhardt. The theme of this volume is Accreditation, Assessment, and Allocation. Articles addressing all library aspects of accreditation from the institutional level down to the professional school level are appropriate. Submissions are invited from librarians and from others on campuses (especially chief academic officers) and professional associations (for example, officers of WASC, NCATE, ABET, etc.) who are responsible for assessing the adequacy of library collections including electronic resources. Submissions that address the relationship between academic computing and library services and the issue of access in addition to ownership are especially welcomed, although traditional aspects are also of interest. Abstracts of 300 words must be submitted by March 1, 1998. Queries and manuscripts should be sent to Thomas W.
