The Orton amendment would add $7,000,000 to the $16,312,000 in the bill for the Superintendent of Documents Salaries and Expenses appropriations. As written, H.R. 1854 cuts the funds by 50 percent (from $32,207,000 to $16,312,000 million) that the Superintendent of Documents will have to produce and distribute federal agency publications to depository libraries for the use of the American public. ACTION NEEDED: This morning call your Representative and ask support for the Orton amendment to add $7,000,000 to the Superintendent of Documents Salaries and Expenses Appropriation in H.R. 1854. Constituents of Representative Orton should thank him for his efforts on behalf of public access to government information. *************************************************************************** LIBRARY OF CONGRESS CORE SERVICES AFFECTED BY OTA AMENDMENT Two amendments may be offered on the House floor today to restore funding for the congressional Office of Technology Assessment. Both would be offered to H.R. 1854, the Legislative Branch Appropriations Bill for FY96. The first, by Rep. Vic Fazio (D-CA) would restore funds but without any offset, and thus its chances of passage are not high. The second is expected to be offered by Rep. Amo Houghton (R-NY). It would add $16.5 million to the Congressional Research Service at the Library of Congress to absorb the OTA function. This would appear to be a reasonable solution. However, the $16.5 million would be taken from elsewhere in the Library of Congress budget. The impact would be a 15 percent cut in core services at LC, including national library services that affect libraries across the country. Areas affected by this "transfer" of funds would include LC cataloging, interlibrary loan, preservation, National Library Service for the Blind and Physically Handicapped, and other key activities supported by LC as the national library, as well as public service hours and staffing. The Houghton amendment is likely to be offered today, June 21. It has considerable support. Together with other library groups, ALA has supported continuation of OTA, but this solution would impose deep cuts in core national library services which are already being cut below current services levels in the FY96 funding process. ACTION NEEDED: Representatives need to hear quickly from constituents that Library of Congress core services are of high value to libraries and library users in their districts, and a further 15 percent cut would do considerable damage. *************************************************************************** NEA/NEH FY96 APPROPRIATIONS CUT BY HOUSE SUBCOMMITTEE FULL COMMITTEE THURSDAY On June 20, the House Appropriations subcommittee on Interior approved the FY96 Interior Appropriations bill which provides funds for the National Endowment for the Arts, the National Endowment for the Humanities and the Institute of Museum Services. Reflecting the House Budget resolution and the House Opportunities Committee's phase out of NEA/NEH, Chairman Ralph Regula (R-OH) recommended $99.7 million for the National Endowment for the Humanities, a 42 percent cut below the FY95 level, $99.7 million for the National Endowment for the Arts, a 39 percent cut. The Institute of Museum Services was recommended for a 27 percent cut. Rep. Sidney Yates (D-IL), former chairman of the subcommittee, offered an amendment to increase the NEH levels, bringing NEA to parity with NEH, and increasing the Institute of Museum Services, but the amendment was defeated. An amendment was offered by Jim Bunn (R-OR) and accepted that would increase NEH to $150 million. Rep. Jim Kolbe (R-AZ) offered an amendment to transfer 80 percent of NEH funds to the states. His amendment was defeated on the basis that it was an authorizing amendment, not an appropriations action. However, Rep. Kolbe plans to offer the amendment on June 22, when the bill is considered by the full Appropriations Committee. The effect of such a drastic shift would be to shortchange NEH public programming in libraries, preservation projects, challenge grants, and other national programs. ALA sent letters to members of the subcommittee asking them to resist any attempt to lessen the funding distribution of Humanities programs at the national level. ACTION NEEDED: Library supporters should call their members of the House Appropriations Committee expressing support for FY96 funding for NEA/NEH and asking them to resist any attempt to transfer funds from national programs.
